The Civil Rights Bureau administers the following programs:
ADA Program The ADA Program is responsible for consulting with the Design Bureau to provide plans of accessible sidewalks and street crossings. The program is also responsible for consultation with and providing training for MDT field forces in the appropriate installation of ADA design structures. |

Disadvantaged Business Enterprise (DBE) The MDT Disadvantaged Business Enterprise (DBE) Program encourages and supports the participation of companies owned and controlled by socially and economically disadvantaged individuals in transportation contracts. It is a federally funded program administered by MDT. In order to participate in federally funded contracts under the DBE Program, they must first be certified thru the MDT DBE Program. MDT is the only DBE certifying agent in the state of Montana. The MDT DBE Program Manager is responsible for overseeing all aspects of the MDT DBE Program, such as certification, compliance of federal and state laws, DBE Supportive Services, etc. |

Disadvantaged Business Enterprise (DBE) Supportive Services Program The DBE Supportive Services Program provides business assistance to contribute to the growth and effectiveness of DBE companies in the highway industry. Services include business skill development and training, assistance with bonding/financing and industry requirements, resource to answer questions and get information to conduct business, and awareness of possible opportunities. All highway-related DBE certified companies are eligible for these services. |

EEO Contract Compliance: This program ensures that federal-aid highway projects valued at more than $10,000 make a "good faith effort" to assure that applicants are employed and that employees are treated during employment, without regard to their race, religion, sex color, disability, age, marital status, political belief or national origin. Contractor training, EEO compliance reviews and complaint investigation assure contractor compliance. |

Labor Compliance: This program ensures that Davis-Bacon wage rates and fringe benefits are paid to highway construction workers on contracts and subcontracts valued at more than $2,000. Contractor training certified, payroll monitoring and a formal complaint process assures contractor compliance. |

Title VI Program This program ensures that all programs, benefits, and services offered to the general public by MDT are free from discrimination based upon certain enumerated statuses (e.g., race, color, national origin, etc.), depending on the appropriate federal agency requirements. Related programs include: Limited English Proficiency, which ensures that interpreter's services are available as required for non-English speaking individuals who participate in MDT's programs, services, and benefits; and Environmental Justice, which ensures that minority and low-income individuals are heard and addressed in MDT operations. MDT staff and local government training, Title VI reviews, including local government reviews, and a formal complaint process ensure compliance. |
