The Higgins Avenue and Madison Street Bridges in Missoula are structurally deficient and in need of rehabilitation/repair. The Montana Department of Transportation (MDT) has identified these bridges as priorities for the on-system bridge program. MDT is conducting a pre-NEPA/MEPA planning study for these bridges to identify public and local government needs, structural bridge needs, and funding availability. Primary structural issues include deck deterioration and other superstructure deterioration. Identification of construction acceleration and traffic mitigation options will be an important component of the study due to the potential for substantial traffic impacts resulting from bridge rehabilitation/repair projects.
The study will define short-, mid-, and long-term goals for the bridges and identify:

The study will also consider traffic impacts that may result from a bridge improvement project within the area bounded by Madison Street/Maurice Avenue to the east, Broadway Street to the north, Orange Street to the west, and South 6th Street to the south. view study area
