Project Overview

Construction on the Underpass Avenue - Billings project began in the spring of 2023 and continued through the fall. Final work on the project will continue in the spring of 2024, weather permitting. The Montana Department of Transportation (MDT) has partnered with Riverside Contracting Inc. to reconstruct the Underpass Avenue with State Avenue intersection, and the 6th Street West with Central Avenue intersection. The project will improve traffic operations in the south-central Billings area by incorporating new traffic signals, a new storm drain, lighting upgrades, improved pedestrian facilities, and upgraded signage.

Project Objectives

Underpass Avenue and State Avenue Intersection Improvements:

  • Dual southbound left turn lanes from 6th Street West.
  • Additional lanes on Underpass Avenue.
  • Additional pedestrian improvements.
  • Relocated pump house and new storm drain inlets.
  • New traffic signal and lighting.
  • Lighting under the Montana Rail Link (MRL) bridge for pedestrians and bicyclists.

6th Street West and Central Avenue Intersection Improvements:

  • Dual northbound left turn lanes from 6th Street West.
  • New traffic signal and lighting.
  • Additional pedestrian improvements.

Other Project Improvements:

  • Detention ponds for stormwater.
  • Full lane from Laurel Road westbound ramp to Moore Lane.
  • Connection to recent City of Billings project at Calhoun Lane.
  • Preservation of recent community murals in the underpass.
