The STIP is a federally required publication that shows funding obligations over a five-year period. This program is developed through coordinated efforts of MDT, state and federal agencies, local and tribal governments, metropolitan planning organizations, public agencies, transportation providers, citizens, and other interested parties.

The STIP identifies highway, rail, aeronautic, non-motorized, and transit improvements to preserve, renovate, and improve Montana's transportation system. Although the projects and dates in the STIP are official MDT objectives, the execution of this program is contingent on a number of factors, including federal and state funding availability, right-of-way acquisition, utility relocations, environmental review, surveying, and design. Complications with one or more of these factors may delay a project.

The STIP portrays how MDT plans to obligate future funds to projects by the phase the project is entering. In some cases, projects will not cross into new phases in the time frame of the STIP, so they won’t be listed in the document. Even though some projects are not listed, work on them is proceeding using previously obligated funds. In summary, while there are a lot of projects in the STIP, the document doesn’t include every project the department is working on—only those projects expected to enter the next phase of work within the five-year period of the STIP. If you have any questions about the status of a particular project, please consider viewing MDT’s Tentative Construction Plan or contacting the Project Analysis Manager at 406-444-7259.

The Transportation Improvement Programs (TIPs) from the Billings, Great Falls and Missoula metropolitan areas are incorporated into the STIP by reference. TIPs contain information about current and future transportation projects and are developed by Metropolitan Planning Organizations in cooperation with area transit providers and state and local governments as part of a continuing, cooperative, and comprehensive transportation planning process.
