Project Overview

Current Project Status

Governor Bullock's "Stay At Home" directive includes community infrastructure construction as an essential service. With that directive in place, and weather permitting, it is anticipated that work on the 27th Street Improvement Project will resume the week of April 13th. Electrical and sidewalk work will begin at Montana Avenue and move north. Temporary traffic signals will be placed at the intersection of Montana Avenue and 27th Street on April 13th and at the 1st Avenue N. intersection approximately one week later, the week of April 20th. Work will result in shoulder closures, single lane traffic for short distances, and 1-2 block detours for pedestrians in the work area. All traffic (including pedestrian traffic) should expect short (1-3 block) detours from lanes and sidewalks resulting in short delays and plan travel to accommodate these delays.

The health and safety of our employees, contractors, and community members is of upmost importance to us. We will do our best to keep the public notified of any changes to the anticipated construction schedule, location and traffic impacts based on directives from the Governor and/or County Health Department or impacts to our workforce. The 27th Street Improvements project is scheduled to begin construction in September 2019. The project includes new asphalt for approximately 3 miles of 27th Street through the heart of downtown Billings, from the 27th Street Bridge over I-90 to just south of the Airport Road roundabout. This road provides primary access not only to the downtown Billings businesses, but also the medical corridor (Riverstone Health, Billings Clinic, and SCL Health), MSU-B, and the airport.

The project includes rehabilitation (mill and overlay) of the asphalt roadway, upgrades of curbs to meet the Americans with Disabilities Act (ADA) requirements, replacement of all existing streetlights with LED lights, and replacement of signals at 11 intersections. New signing and striping is also included.

The 27th Street Improvement project maintains and improves the condition of the roadway and extends the service life/quality of 27th Street. It also improves ADA and overall pedestrian access, and upgrades signal systems and lighting, increasing overall safety in the Billings downtown corridor.

Construction is expected to take two full seasons (2019 and 2020), resulting in completion the fall of 2020.
