BBC, which will serve as the prime consultant for the study, is a 50-year-old economic and diversity research firm based in Denver, Colorado. The firm has completed nearly 130 disparity studies for states, cities, transportation agencies, and other government organizations all across the country. BBC is also considered a national expert in helping organizations develop and refine their implementations of small and diverse business programs. The firm has provided expert testimony related to disparity studies and diverse business programs on several different occasions, most recently as part of the successful defense of the Montana Department of Transportation’s (MDT) implementation of the Federal Disadvantaged Business Enterprise Program. 7 Bison Cultural Consulting is a DBE-certified Native American-owned cultural resource management and training firm based out of the Crow Indian Reservation. 7 Bison provides multiple services including cultural resource management, cultural training, and environmental services. The firm’s team members bring expertise from a wide range of knowledge and their expansive network provides rich insights into the local marketplace. 7 Bison staff have specialized expertise in cultural preservation, governmental affairs, and the local contracting industry. 7 Bison regularly facilitates meetings and consults for government entities, industry stakeholders, and tribal nations for cultural and development projects.

Applied Communications is a DBE-certified woman-owned, research, planning, and community engagement firm based in Whitefish, Montana. Since 1997, the firm has regularly provided consulting services to local governments, economic development agencies, and non-profits. Applied Communications has an established record of working with local governments and partnering with community groups to successfully address research and planning issues. The firm offers specialized facilitation, analytical, planning, communication, and project management services that are critical to successful completion of projects. Applied Communications has expertise in implementing a variety of public participation methods to support planning programs and promote community involvement. The firm has extensive experience working on a wide range of projects including growth policies, housing needs assessments, non-profit strategic plans, special area plans, feasibility studies, and sustainability programs. The firm’s projects routinely involve engaging a broad cross-section of stakeholders, integrating complex organizational strategies, and coordinating interrelated planning processes.

Holland & Knight is a multi‐national law firm and has participated in more than 60 disparity studies with BBC. BBC employs Holland & Knight to develop the legal analysis and framework on disparity studies and to consult on legal issues. Holland & Knight also has extensive experience conducting in‐depth interviews; collecting and analyzing anecdotal evidence; and assessing potential DBE program measures. Holland & Knight will develop the legal framework for the MDT Disparity Study.
